Dubai ( Arabic دبي , Dubay , from the probable meaning » crawl » or » lizard » or » small Locust » ) is the capital city of one of the seven emirates making up the United Arab Emirates . It is located south of the Persian Gulf in the Arabian Peninsula . Dubai has the largest population and is the second largest emirate by area after Abu Dhabi .
